Freedom of Information Act

The Urbana & Champaign Sanitary District (UCSD), a municipal corporation, is a special purpose governmental agency that provides wastewater treatment service to the Cities of Champaign and Urbana, the Village of Savoy, and the University of Illinois. UCSD operates two treatment facilities, one in Urbana and one in Champaign. The Northeast Treatment plant and office is located directly behind Ambucs Park at:

 UCSD has appointed three persons to serve as FOIA Officers:

  • Theresa Plotner, Administrative Services Supervisor

Responses to Freedom of Information Act

Responses to Responses to Freedom of Information Act (FOIA) requests will be in compliance with Public Act 096-0542. UCSD will comply with or deny requests within five business days after the receipt of the request. If the request cannot be fulfilled due to reasons listed in ILCS 140/3 (e), the response can be extended for no more than five business days unless agreement is reached in writing between UCSD and the requester. Day 1 is considered to be the day after the receipt of the request. Requests made for commercial purposes will have a 21 business days response time.

Requests for inspection or copies of documents shall be submitted in writing via personal delivery, mail, fax, email, or other means to FOIA Officer or via the Contact Us email submission on this website. A FOIA Officer will review and respond to all requests.

Cost of Reproduction

  • The first 50 pages of black and white copies on either letter or legal size paper are at no cost
  • Subsequent pages of black and white copies on either letter or legal size paper will be at $0.15 per page
  • Color copies and other sizes of paper will be at the actual cost of reproducing the records
  • Certified records are $1
